السيدات والسادة،

اسمحوا لي في البداية .. أن أُرحب بكم ضيوفاً أعزاء على مصر .. حيث تأتي زيارتكم للقاهرة اليوم .. وسط زخم مكثف .. تشهده العلاقات المصرية الأوروبية .. سواء مع مؤسسات الاتحاد الأوروبي .. أو دوله الأعضاء.

لقد مثلت زيارتكم اليوم .. محطة شديدة الأهمية .. في العلاقات بين مصر والاتحاد الأوروبي .. إذ نجحنا معاً .. في تحقيق نقلة نوعية في شراكتنا .. حيث قمتُ منذ قليل .. بالتوقيع مع السيدة “أورسولا فون دير لاين” .. رئيسة المفوضية الأوروبية .. على وثيقة إعلان سياسي مُشترك .. لإطلاق مسار ترفيع العلاقات بين مصر والاتحاد الأوروبي .. إلى مستوى “الشراكة الاستراتيجية والشاملة”.. بهدف الارتقاء بمستوى التعاون .. من أجل تحقيق المصلحة المُشتركة.

السيدات والسادة،
لقد اقترن مسار ترفيع العلاقات .. بين مصر والاتحاد الأوروبي .. بحزمة مالية لدعم الاقتصاد المصري .. وتتكون هذه الحزمة .. التي تبلغ حوالي 7,4 مليار يورو .. من ثلاثة مكونات رئيسية .. تتمثل في التمويل المُيسر .. وضمانات الاستثمار .. والدعم الفني لتنفيذ مشروعات التعاون الثنائي.

اتفقنا أيضاً مع السيدة رئيسة المفوضية الأوروبية .. على عقد مؤتمر للاستثمار .. بين مصر والاتحاد الأوروبي .. خلال النصف الثاني من العام الجاري .. للتعريف بالفرص والإمكانيات الاستثمارية في مصر .. وبما يسهم في تعزيز انخراط الشركات الأوروبية .. في السوق المصرية.

كما شهدت مباحثاتنا اليوم .. تركيزاً خاصاً على تعزيز التعاون في مجال الطاقة .. سواء فيما يتعلق بمجال الغاز الطبيعي .. أو الربط الكهربائي .. حيث اتفقنا على التعاون .. في مجال إنتاج الهيدروجين الأخضر .. كمصدر للطاقة النظيفة .. وأكدنا مواصلة التعاون القائم .. في إطار منتدى غاز شرق المتوسط .. لما يساهم به في تحقيق أمن الطاقة .. على المستويين الإقليمي والدولي.

السيدات والسادة،
لقد تناولت المباحثات أهمية الاستمرار في مواجهة التحديات المُشتركة .. وفي مقدمتها الهجرة غير الشرعية .. حيث أكدنا التزامنا بمكافحة هذه الظاهرة .. في إطار التعاون القائم .. مع تضمين البُعد التنموي في معالجتها .. إضافة إلى تعزيز مسارات الهجرة النظامية.

واتفقنا على ضرورة دعم جهود مصر .. التي نجحت في وقف تدفقات الهجرة غير الشرعية من السواحل المصرية .. منذ عام 2016 .. فضلاً عن استضافة 9 ملايين أجنبي في مصر .. يتمتعون بالخدمات الاجتماعية والصحية .. أسوة بالمواطنين المصريين.

الحضور الكريم،
لقد حظيت الملفات الإقليمية والدولية ذات الاهتمام المُشترك .. باهتمام كبير في محادثاتنا اليوم .. وعلى رأسها القضية الفلسطينية والحرب في غزة .. حيث أكدتُ حتمية الوقف الفوري لإطلاق النار .. وإنهاء إسرائيل لأعمالها العدائية .. ودعوت في هذا الإطار القادة الأوروبيين .. لبذل المزيد من الجهد لوقف إطلاق النار .. بشكل فوري وغير مشروط .. فضلاً عن زيادة المساعدات الإنسانية إلى قطاع غزة .. لتخفيف حدة الكارثة الإنسانية .. التي يعيشها الفلسطينيون.

اتفقنا والقادة الأوروبيون .. على رفض شن إسرائيل عملية عسكرية في رفح .. بما سيضاعف من الكارثة الإنسانية .. التي يُعاني منها المدنيون بالقطاع .. فضلاً عن آثار تلك العملية .. على تصفية القضية الفلسطينية .. وهو ما ترفضه مصر جملة وتفصيلاً .. وتؤكد مصر مجدداً .. رفضها الكامل لأي محاولات من قبل اسرائيل .. لتهجير الشعب الفلسطيني قسرياً .. من أرضه المحتلة منذ عام ١٩٦٧ .. بما فيها قطاع غزة والضفة الغربية والقدس الشرقية.

لقد استعرضتُ باستفاضة .. الجهود المصرية الرامية لحل الأزمة .. مع تأكيد أهمية التعامل مع القضية الفلسطينية .. بمنظور شامل ومُتكامل .. يضمن حقوق الفلسطينيين بإقامة دولتهم المُستقلة .. على حدود 1967 .. وعاصمتها القدس الشرقية.

أُود أن اختتم كلمتي .. بتأكيد ضرورة توحيد رسالتنا للمجتمع الدولي .. لإبراز أن مُعاناة الشعب الفلسطيني .. في كامل الأرض الفلسطينية المُحتلة .. على مدار العقود الماضية .. لن تتوقف سوى بالاعتراف بدولة فلسطين .. ومنحها العضوية الكاملة في الأمم المتحدة .. والعمل على تنفيذ حل الدولتين .. وفقاً للمرجعيات الدولية .. وأن التسويف في حل تلك القضية .. يُعرّض المنطقة، والعالم بأسره .. لعدم الاستقرار.

السيدات والسادة القادة الأوروبيون،
أرحب بكم مجدداً ضيوفاً على مصر .. وأشكركم على مباحثاتنا المثمرة اليوم .. وأتطلع إلى مواصلة الحوار البناء .. والتنسيق المستمر بيننا.

Ladies and gentlemen,

Allow me at the outset to welcome you as dear guests of Egypt. Your visit to Cairo today coincides with a significant momentum in Egyptian-European relations, whether with the institutions of the European Union or its member states.

Your visit celebrates a crucial phase in relations between Egypt and the European Union. Together, we have successfully accomplished significant progress in our partnership. A short while ago, I signed with Ms. Ursula von der Leyen, President of the European Commission, a “Joint Political Declaration”, to embark on a collaborative path toward upgrading relations between Egypt and the European Union to the level of “Comprehensive and Strategic Partnership”, with a view to forging closer cooperation to achieve mutual benefit.

Ladies and gentlemen,

Charting a course of deeper relations between Egypt and the European Union has been coupled with a financial package of approximately 7.4 billion euros to bolster the Egyptian economy. This envisages three main components, namely concessional financing, investment guarantees and technical support for the implementation of bilateral cooperation projects.

We have also agreed with Ms. Ursula von der Leyen, President of the European Commission, to convene a joint investment conference between Egypt and the European Union in the second half of 2024, showcasing Egypt’s vast and diverse investment opportunities and potential to drive European company engagement in the Egyptian market.

Our discussions placed special emphasis on energy as a key area for cooperation, with a particular focus on natural gas and electricity interconnection. We agreed to collaborate on green hydrogen production as a clean source of energy, and affirmed our commitment to further advancing this dynamic cooperation within the framework of “The East Mediterranean Gas Forum”. This partnership is crucial for ensuring regional and international energy security.

Ladies and gentlemen,

Today, we deliberated on the vital need to further cooperation on common challenges, primarily illegal migration. We confirmed our unwavering commitment to combating this phenomenon through our persistent collaborative efforts. This shall encompass tackling the root-causes through development-focused solutions and improving regular migration routes.

There was an alignment of views with regard to the critical importance of strengthening Egypt’s efforts, which have effectively curbed the influx of illegal migration from Egyptian coasts since 2006. In addition, Egypt hosts 9 million foreigners, who are enjoying the same social and health services as Egyptian citizens.

Honorable attendees,

Our talks today addressed pressing regional and international issues of mutual concern, with a special focus on the Palestinian cause and the war in Gaza. I emphasized the inevitability of a ceasefire with utmost urgency and an end to Israel’s hostilities. I also urged European leaders to exert substantial efforts to secure an immediate and unconditional ceasefire, and to scale-up humanitarian assistance and relief to the Gaza Strip to alleviate the devastating humanitarian catastrophe endured by the Palestinian people there.

We agreed with the European leaders on the categorical rejection of an Israeli military operation in the City of Rafah, which will only exacerbate the already exacerbated humanitarian crisis in the sector. This is in addition to the repercussions of this military operation on liquidating the Palestinian issue, which Egypt unequivocally and absolutely rejects. Once again, Egypt reaffirms its unshakeable and immutable rejection of any attempt by Israel to forcibly displace the Palestinian people from their lands, which have been under occupation since 1967, including the Gaza Strip, the West Bank and East Jerusalem.

I extensively reviewed Egypt’s massive efforts to resolve the crisis, stressing the need to address the Palestinian issue from a holistic and integrated approach that secures the Palestinian rights to establish their independent state, along the June 4, 1967 borders, with East Jerusalem as its capital.

Finally, I want to emphasize the need to unify our message to the international community, reiterating that the suffering of the Palestinian people across the occupied Palestinian territories over the past decades will show no signs of abating unless there is an acknowledgement of the State of Palestine, enjoying full membership of the United Nations, as well as earnest efforts toward the implementation of the two-state solution, in line with international references. The procrastination in resolving this issue exposes, not only the region, but the whole world to a state of instability.

Ladies and gentlemen,

Once again I welcome you as dear guests of Egypt, and I thank you for our fruitful discussions today, looking forward to continuing our constructive dialogue and ongoing coordination among us.
